It won't work, because it can't.  You need deterministic networking.
China Telecom are just rolling out the Nortel carrier-grade ethernet now
in order to do the necessary streaming to make VoIP and IPTV and similar
work.  Fundamentally, it's impossible to mix streams with messages and
files in a lossy and non-deterministic network - no amount of magic
bandwidth managers will or can make that happen.
