yes, this is true. but it lacks formatting. take the rfc's, they're
plain text, but there are some things wrong:
lines do not wrap,
lines have white space indentation,
conversion to another format would be difficult,
and the list goes on. the problem with .txt is that it's very hard to
reformat. the original rfcs are probably generated from tex format, but
they are not maintained in such a way.
there is a definite need for a better format, wiki format is close to
ideal.
