If it's both irrelevant and a poor reflectant of site/page content, then it
is either deceit or spam. Don't poke at Google's wrath as your competition
is likely to report the site as spam. I have seen a case where plagiarism
was detected using a word stuffed in the alt attribute. Such things make
spam easier to spot, so you expose yourself.
