I imagine that if you live in 'exotic' places, you can launch this from your
own box (active as opposed to passive mode) without having your ISP complain
too much. It's merely a speculation though. Symantec gauged zombies'
proportion of spam at 80% in the past, so perhaps the other 20% could not be
confirmed. Maybe the statistical data was unbalanced.
