Many businesses (in fact, _the majority_ back in 2005) still use Windows
2000, which is unable to run Internet Explorer 7. Moreover, Service Pack III
for XP (also known as Vista) offers very little, so the adoption rate of IE7
will be rather low. Microsoft failed to justify the cost and pain of
upgrading to Windows Vista. It also confuses users with the renovated Office
2007 UI. Both factors will urge people not to upgrade and in due time to
migrate (elsewhere).
