I think that Mandriva was chosen due to the proximity to France. I haven't
read the message in its entirety, but it seems evident that this ministry is
headed towards a 100% Microsoft-free centre of operations. Speaking of
Africa, see the item on the activity in Ethiopia and remember the $100 Linux
laptop, which is expected to have 200-300 million units of its kind in the
first 2-3 years. The revolution will come from the South (America, Africa,
Australia).
