There appear to be many Open Source enthusiasts in Spain, so
it's natural for them to have a considerable effect on
decision-makers (political or technical level, notably
stubborn seniors/suits). The same can be said about Brasil,
whose prosident is a great supporter of the Open Source
movement. The Protuguese appear to be no exception. Some of
the LyX developers are from there. Voluntary programming.
