There are several packages as such, which are well tested and ready to use. I
suggest you pick one of the existing ones rather than implement
(re-inventing the wheel). A Web search should quickly bring up a few
examples.

It's nothing out of the ordinary and has existed for many years. Sites use
third party software for that. Users of Flash, however, must explicitly
permit the use of the microphone and Webcam, which otherwise raise privacy
issues.
