These guys were a semi-good idea originally. So far they've been little
more than a lot of uneducated beuraucrats with a big bugdet to waste.
And waste they have.

Actually, I lied. There's no such thing as a good idea, a semi-good
idea or any other type above mediocre (and little of that) that
emanates from government. By design, government is broken. When it
appears to function well, it's hiding what's wrong from the curious
eye.
