Personally, I think that this is quite the wrong approach.  The right
approach is to charge per bit moved.  It could then be possible to
charge for high-availability services for businesses, then, if they
wanted them, but a base rate of per-bit-moved would mean that using
skype would be no better or worse than voice-calling any other way.
