Microsoft did something similar in Bolivia, IIRC (ignoring languages until
Linux became a threat). The countries that use Linux and already have
locales are simply not interested in Windows, whether pirated or not. I
could be wrong though. I only know that Microsoft is loathed in South
America, which is quickly moving toward independence from the convicted
monopolist.
