Because it works for them.  (Unfortunately.)  In any event, they're not
buying it from Ballmer; they're buying it from Microsoft -- assuming
they're explicitly buying it at all, as opposed to merely accepting what
the OEMs are required to push at them.

Hopefully we'll all wake up and think "Hey, there are better
alternatives out there than that bug-riddled highly vulnerable
piece of [censored] Microsoft Windows".  But it's not at all
clear right now.
