Reuse is the best answer, IMHO. Try searching SourceForge or FreshMeat. You
can always get a project which does much beyond what you require and then
disable modules from the menus (front end) or deplete by omitting function
calls in the source code (back end). This leads to simplicity without
breaking integrity. PHP-Nuke, by the way, has phpBB integrated. You can
manage groups, communities, hierarchies (roles and responsibilities), and
make use of poles. With some creative tweaks you could end up with a
beatiful package that does precisely what you want. This includes attendance
sheets. For payments you can use some PHP spreadhseets. The one I use is

Web-based applications will have the merit of being easily-accesible from
everywhere.
