I'm sure someone's already posted the obvious reason -- Easter eggs.
Gartner says it is for political reasons, being able to blame the EU for
it.
But I think it is a pretext, and the real reasons are technical.
But that is only my thought, I'm not totally sure what is going on here.
I do believe that Microsoft feels powerful enough to get away with delay
after delay.
Sorry for posting a single though on a single line.
