Not likely. Dubai has some advantages in program management that we
don't in the USA. Here, when a federal contract is put up for bid
(particularly one with a weak organization like the FAA that vendors
know can be milked for years) and one vendor wins, all the losers go to
court or call their congresspersons up and have the program halted,
pending lawsuits and congressional investigations into bidding
irregularities.

In Dubai, some prince is put in charge of the program. Once the winning
bid has been accepted, the losers are thanked for their efforts. Any
attempt to take issue with the process is looking forward to a possible
beheading.
