Talking about one way, Microsoft Word has always been that way.  Even
their earlier Office version for Windows 95 was that way.  Defacto
standard back then was WordPerfect 6.  One could import WP6 docs into
Word, but export was only limited to WP5 version, which was prevalent
during the DOS era.  Later versions of Word continued with the same WP5
exportation versions.

This discouraged anyone from converting from Word to WP.  Considerable
formatting information was lost.

Therefore, it is a good thing that Minnesota and Texas are considering
ODF instead of OOXML.  This will ensure an even playing field for all.
If Microsoft wants to participate, it is up to them.  We don't need to
kill any more trees with 6,000 pages of documentation.
