I know. At mental institutions they allow inmates to roam the halls and
interface with other inmates. In prison they don't. Especially Abu
Ghraib. There they make them roam the halls on hands and knees wearing
hoods, or wear women's underwear on their heads. Except when Saddam
owned it.
