Spamhaus is a good source for finding this kind of thing.
You can also find which ISPs in which countries have servers spewing spam.
Such as http://www.spamhaus.org/sbl/isp_list.lasso
Here are 13 SBL listings for IPs under the responsibility of microsoft.com
