EU: EC considers study on migration to Open Source

The Commission recently said that it's reasonable to embargo Microsoft [1],
having received a proposal [3] and studied some more memorable abuses, e.g.
[4]. The Commission also looks at GNU/Linux as an option [2].

[4] EC probes OOXML standards-setting process
