Context below, to justify the subject lines. The US delegates protested against
the BRM and OOXML, but Gates and Ballmer pressured/bribed/whatever diplomats
to change the rules. Business as usual at Redmond... another somewhat
irregular thing:

Probe into votes on Microsoft standard
