My impression was that the reason why other distributions don't include
things like Skype, and Adobe's Flash, is mostly due to the legal
implications.
The Adobe Flash EULA:
"2.3 Distribution. This license does not grant you the right to sublicense
or distribute the Software."
source: http://www.adobe.com/products/eulas/pdfs/Reader_Player_AIR_WWEULA-
Combined-20080204_1313.pdf
Skype:
"2.2 No Granting of Rights to Third Parties: You will not sell, assign,
rent, lease, distribute, export, import, act as an intermediary or provider,
or otherwise grant rights to third parties with regard to the Skype Software
or any part thereof."

So, either CrunchBang has worked out approval from these companies, or they
are breaking the law.

approval.
I found this amusing:
"CrunchBang Linux is not recommended for anyone needing a stable system or
anyone who is not comfortable running into occasional, even frequent
breakage. CrunchBang Linux could possibly make your computer go CRUNCH!
BANG! Therefore CrunchBang Linux comes with ABSOLUTELY NO WARRANTY, to the
extent permitted by applicable law."

Pots and kettles begin. I'll be out back sipping some tea.
