It appears that most of the award in this Arizona case will go to buy
hardware.

That perpetuates the monopoly much less than vouchers that pay for MS
software.
How do you know the hardware doesn't have Windows on it?

Yes, I was just about to say... it feeds both.


They can use the money to buy bare hardware.

Hopefully you can see that that is better than for instance getting a $100 rebate for every Window system or Office license they buy.

So the settlement feeds MS lockin about as much as the class members let it.
