Council pitches to limit Telecoms Package Third Reading

| Parliament  to narrowly limit the discussions. It claims Amendment 
| 138 ‘interferes with national competencies' and  ‘will constrain future UK 
| policy.' To put this in context, the UK wants to use protocol blocking and 
| technical measures against file-sharers. The rules of Third Reading will 
| permit a wider discussion of users rights.
