Yes, and both should therefore be embargoed, not fined. The fine is minuscule
compared to what was gained through deliberate violation of the law, i.e.
crime. The "C" word (crime of corruption) should not be used cautiously and
jails should offer room for white-collar criminals, not just hungry
shoplifters and repressed people who smoked a joint.

White-collar crime costs society orders of magnitude more and without risk of
being caught and properly punished there will be continued corruption from the
many Madoffs out there. BTW, the "D" word (deflation or depression) should not
be a taboo either. By some people's measures, the US debt alone exceeds
$56,000,000,000,000 right now (those in power modified the measures over time,
just as they changed the definition of "unemployment" to conceal the severity
and create disparity). That's a lot of money that the current generation
leaves for the grandchildren to pay back. It's selfish and it's destructive.

There are many things the Commission did not explore, such as those two
companies' anti-Linux affairs.
