With adjustments and tailoring to regions, you'd probably reach number one
more easily, at least as far as /you/ would be able to tell. Regionalised
results mean that people dominate SERP's where it is geographically
justified. Although this domination might not be global, it will better
serve the audience and make more people who ego-surf Google satisfied.

As for spammy portals peaking, I haven't noticed such a trend myself.
