Not necessarily being a victim. Not everyone can have the top positions.
There are always someone ready to take them from you. A person has to keep
on top of their links and watch who they link with etc. The sites that moved
up could have gain more PR and links. That is how Google works. Plus, if he
was a victim of a penalty if he hasn't done nothing wrong then he needs to
check his links etc. Trust me I have seen several sites go down because of
their links, once corrected they came back up.
But not knowing the site and SERP there is nothing more that can be said.
