I agree that the "256x256 by default" is an annoying behaviour, which had
me change it to 700x700 after some persistent use. As somebody else
already gave the solution for 2.x, namely:

I will just point out that in The GIMP 1.2.x, the option is at the very top
of the left pane under "Preferences". It is called New File and it is
highlighted by default so it's the first prominent thing the user would
see.
