I suspect you can get RHEL (the non-commercial) by
downloading CentOS, which is a fork. I am not sure how it
all works as far as derivatives and cost are concerned, but
it's worth finding out. Fedora contains all the cutting edge
though (which comes at a hidden, non-monetary 'cost').
