Yes. Like the number of games that will have been made available for the 360

I think so. The magic number is often 6-7 (for menu item, slides, take home).
People like something they can digest quickly and remember thereafter. So,
the author was very generous, extending it all the way up to 17. I suppose
these were so severe that they could not be reduced, omitted, or 'crunched'
(through factorisation). Schneier seems to equate it to some sort of a
blunder, preparing to explode.
