Shouldn't the OP's gauges rely on the system settings rather than the time? I
imagine this may be a case of lazy configuration.

Consider using Forecastfox if your are dealing with the Firefox Web browser
often enough for it to be visible (URL below). I haven't used KWeather in
the past, but I would have gladly gone for that superkaramba weather widget.

It keeps getting better and richer in terms of features. Being bound to FF,
it shows me the weather in Manchester regardless of which computer I use
(Firefox over SSH).
