I believe that's true. In some cases, the new ones get indexed and then
dropped due to immaturity (as in: not all datacentres have 'absorbed' them
fully, yet). I have taken a look at the blog in question, but couldn't
identify a reason for exclusion from the index. My advice would be to file a
reinclusion request. There is nothing to be lost.

I assume that no bad techniques were practised (e.g. link farming). Bear in
mind that there is some 'housecleaning' going on at Blogspot. It is probably
the most 'spam-savvy' blogging platform of them all. I believe that 80% of
all blogs there are/were estimated to be SEO-motivated and the content
is/was not genuine. Google had to respond to some outcries.
