While 10 years is, perhaps, a bit optimistic, the change is already
happening. Mobile phones can play videos and watch live programs.
Internet based services will likely take over due to volume pricing, etc..
This is not much of a stretch.

And, as was pointed out then, that's not what he said. More importantly,
you completely changed the context of the statement on the blog. The "This
is it a direct statement from the software giant himself" refers to the
text that comes after it, not the statement before, which you are
dishonestly mischaracterizing.
What he said was, and this is a direct statement:
"One of the Microsoft researchers has a goal that there be no car wrecks,
no crashes of cars, because by having software that can take over whenever
a driver makes a mistake. His view is that we’ll be able to eliminate even
that source of death. I was very glad to hear that because, as we solve all
these medical things, in fact, these car accidents actually is a fairly
significant factor that it’s wonderful that software in 23 years, software
can do a lot.”
Note, he said 23 years, not 10 and also "one of the microsoft researchers
has a goal", not "there will be no more accidents".
