Ballmer should/deserves to take some of the blame. In the past, people said
that there were CIOs who admired Bill Gates and thought who would buy
anything but Microsoft. Ballmer makes that latter type grow by the day...
and it shows.

While some people may still be locked in to a desktop platform, the Web
browser allows them to make informed choice at will. servers,
virtualisation, and a service-oriented approach to applications have
liberated many organisations.
