I saw some layour inconsistencies in the past. I believe that's just one
among the many reasons people are starting to export 'liquid' document into
static ones (e.g. PDF's). The only other option is to throw away some money
at a license to use the latest of Microsoft Office _and_ force all others to
do likewise. Peer pressure and incompatibilities make the cash cows fatter.

Customer: If it ain't broke, don't fix it.

Microsoft: If it ain't broke, break it.
