Indeed, there is a similarity (especially this hangup during shutdown),
but at least under Win98 applications usually worked as expected.

Did you even seen on Discovery Channel Scrapheap Challenge (sometimes
called also Junkyard Wars)? I wonder if Vista is a by-product of one of
challenges... At the moment seems likely.
