To be realistic, almost none of those 'recycled PCs' actually had a legitimate
Windows licence. It's really up to the builders, but end-users at home can do
anything they want (Microsoft won't even mind). IOW, Microsoft's new policy
will change nothing. It's a PR move as much as it is something for the
builders to keep in mind.

That said, watch the second item about Microsoft and Russian schools. That a
new (and very big) scam. They want to stop ~16,000 schools from migrating to
GNU/Linux.
