They establish a system where everyone in government can collaborate using
FLOSS. Munich got together with the foreign office not so long ago. It starts
with governments and then descends to businesses which depend on those at the
top. It's similar in France and Italy but not in the UK (it'll be the last
domino brick to fall, along with the US).
