Which means you have no idea how open source works
and conned your way into the procurement process.

Weeding out fraudsters like you would be top priority for the
tax payer and the military to get right before placing
orders with fraudulent contractors.


The orders are put out to contractors who are then
resposible for supplying all aspects of the solution
including its creation, support and maintenance irrespective
of how they created, acquired or procured the original works.

If they took open source code to cut short the act of creating
it or did it through buying it in, then they are still responsible
for it by maintaining it with their own resources.
With open source, they are also responsible for
contributing back what they are distributing and separating
out their proprietory stuff with clean APIs. 
This system has always worked.
