VMs are used extensively. cygwin is more popular amongst engineers.
Migrations happen all the time. There are no 'press releases' about them
because there is no company behind Debian, for example, which leads the way in
migrations in Brazil (GNU/Linux is very big there, according to Microsoft[*]).
