It's a loss leader, and not even much of a loss.  While individuals 
involved may be charitable, the act of donating Microsoft software locks 
the 3rd world into Microsoft software, at a negligible cost for 
Microsot.  Donating hardware is a bit different.

It's also probably very convenient come tax time.  Microsoft sends off 
some CD's and can claim that x million dollars of software was donated, 
when the actual cost to Microsoft was a fraction, and any lost sales were 
negligible, since the third world doesn't have much of a budget for 
buying software.
