Yes, but not strictly so (see remainder of message).

I think they should remain in sync, at least as far as the top-level
features are concerned. I also have Thunderbird installed on a Windows
laptop at home and I never came across that option. I can't recall ever
seeing it in Mozilla Mail either or else I would have changed the defaults.
