you're missing the point. The US, for ill or weal, is *not* a signatory
of the Kyoto protocols. So we can hardly have broken or disregarded it. 

On that note however, it looks like the EU itself will fail to meet the
standards set forth in the Kyoto protocols, does that mean that they are
"disregarding" them?
