So, they've spent £130 Million and they have a single-platform,
binary-only, proprietary, blob. They do *not* own the IPR, they do
*not* have the source-code, they do *not* own the DRM system, in fact,
they appear to have paid £130 Millions of licence-fee money for the
privilege of *distributing* Microsoft software.
I can build global networks for 1/2 of the sum of money with ease.
Somebody /really/ got conned here.
The reason the BBC have said that they'll look at this every 6 months is
because they *can't* do anything about it - they don't own any of this,
Microsoft own it - the BBC are just paying to distribute it. They have
no control whatsoever.
