A fully-fledged press release would be quite high profile, but "in the
appropriate thread" makes it easy to miss things, especially for
outsiders.
A new thread on -project or an email to -announce or -news might be
reasonable middle ground. We _do_ want to make things easy to find and
while the latter options are still quite high profile, they don't
allow direct responses via the same channel...
Such special announcements could easily carry a prefix along the lines
of "because of the controversy and the confusion and insecurity
amongst users and downstreams, we decided" or some such.
